T.C. Hartley, ‘Foundations of European Union Law’, OUP 2010

 

Trevor Hartley started teaching University of Western Ontario, Canada in 1964.  In 1969 he joined the Department of Law of London School of Economics and Political Science. He is still teaching there, since 2004 as a Professor Emeritus, while he also continues to advise the Ministry of Justice on private international law.  During his academic career, Professor Hartley has visited number of Universities as a visiting professor, amongst others: University of Berkeley, Michigan, Florida and Texas as well as the College of Europe in Bruges. He published many books on both private international law  and Union public law, including the Foundations of European Union Law (OUP, 7th revised edn, 23 December 2010; ISBN 13: 9780199566754; ISBN 10: 0199566755). 

It is one of my favorite books on EU administrative and institutional law as its clear, fine English language and easy to follow structure allow students to understand the basic ideas before learning the substantial law.  Hartley examines EU institutions and legal system, administrative law and all major constitutional issues.  This current edition has been fully updated with all important conceptual and functional changes introduced by the Treaty, making it a first point of reference for everyone who studied EU law before 2010. 

The book is accompanied by an Online Resource Centre which contains big number of additional learning aids, including interactive map of Europe providing information about all Member States and a timeline of the EU traces key dates in EU legal history, video clips from the EU archive demonstrating the important historical context behind EU law helping students to appreciate the wider aspects of the EU, and Web links to useful sources of information which provide the ideal platform to online research.

Tout ensemble, this is a perfect read for all undergraduate students taking EU law modules as part of the LLB, as well as postgraduate students, and an indispensable tool of the profession for practitioners which I can recommend wholeheartedly.
